The port of Norfolk cruise terminal is unusual in two ways. First, it’s a single-berth facility, so only one ship is in port per day — no terminal crowding. Second, it’s embedded in the downtown core rather than parked at an industrial pier, which means embarkation traffic flows directly through Norfolk’s restaurant and entertainment district.
